Virginia attorney and Gentry Locke Partner Will Dibling, a former state Assistant Attorney General, served the City of Roanoke as City Attorney for over 20 years. He was retained to represent the social services agency on building matters last year.

Dibling, who was the state's assistant attorney general from 1971 to 1977, called the condition of the building "inhumane" for staff and visitors, as well as "terribly discriminatory" for low- to middle-income people who mainly use the agency's services.
